The usual causes
Wet wipes, even the ones labelled flushable, sanitary products, nappies, kitchen roll and cotton wool. None of these break down in water the way toilet paper does, and they bind together in the bend or further along the line.
When it is not the toilet
If flushing the toilet makes water rise in the shower or the gully outside overflows, the blockage is in the main drain, not the pan. That needs jetting from the chamber rather than anything done at the fitting.
